What Changed on July 1, 2026—and What Did Not
Before July 1, San Tan Valley was unincorporated Pinal County territory. Residents paid county taxes, followed county codes, and contractors pulled permits from Pinal County's building department in Florence. As of July 1, the Town of San Tan Valley officially assumed municipal services—code enforcement, zoning decisions, and development review. The town adopted its own Town Code and Zoning Ordinance on June 1, 2026.
What did not change: building permit processing. The town is still building out its permitting software and internal workflows. That means the transition for trade contractors is not immediate—it is staggered, and the split between what goes to the town versus what still goes to the county is the exact detail that is catching people off guard.
The Split Permit System Through December 2026
Here is the current rule, effective through December 31, 2026:
- Building permits (structural work, trade permits for HVAC, plumbing, electrical): still submitted through Pinal County's building department, even for jobs inside the new town limits.
- Development applications (pre-application meetings, site plans, plats, rezoning requests): moved to the Town of San Tan Valley on July 1. These no longer go to Pinal County.
The practical translation: if you are pulling a permit for an HVAC replacement, a remodel, or any trade work at a residential or commercial property in San Tan Valley, go to Pinal County through the end of 2026. If you are involved in a new development or land use question, go to the town. Mixing these up costs you inspection delays and rescheduled crews.
After January 1, 2027, the town plans to assume full permitting responsibility once its systems are ready. The transition date is not yet locked in. Watch for the official announcement from the Town of San Tan Valley's permitting office.
Business License Deadline: October 1, 2026
The town is launching its own business licensing program on October 1, 2026. Before that date, there was no town-issued business license—contractors operated under county licensing or the contractor registration they already carry with the Arizona Registrar of Contractors.
The town has announced a grace period for existing businesses already operating within town limits. That grace period covers the initial registration window. What is not clear yet is exactly how long the grace period runs and what the penalty structure looks like for businesses that miss it.
